Implement plugin manager module.

Description

The plugin manager module is an NG module that manages other modules, providing features to list installed modules, display modules available at some central module repository, install, update and uninstall modules.

The initial implementation will provide a shell interface. A web interface may be added later on.

Moving this to 0.4. This is a pretty advanced task, and it seems like getting the next release out soon should have highest priority.
